Government of the Punjab,Livestock & Dairy Development Department invites Expression of Interest (EOI) to establish the Traceability System for the Identification of Animals in Punjab to develop a comprehensive method for individual animal identification to ascertain their ability to produce both milk and meat in economically profitable quantities.
The intention is to develop a comprehensive system for the identification of animals with a modern technique by tagging the individual animal showing its birth, pedigree and other related information. This technique is being introduced in contrast to old method of animal identification such as branding with hot irons, ear notching and ear tattooing etc. This system will help in live animal traceability permitting rapid detection, containment, elimination of disease threat, disease surveillance, homeland security, controlling the theft, food security assurance, market access, value addition and opportunity for genetic and product improvement along with the increased consumer protection, product credibility and to enhance market access and penetration.
The key elements for the establishment of Traceability System for the Identification of Animals are:
Developing a system for registration of animals throughout the province of Punjab.
Developing a database system for animal identification and recording.
Manufacturing of yellow ear tags with required data.
Developing a system for identification of animals by ear tagging.
Training of staff for data recording and ear tagging.
Training of farmers for book keeping / record of animals.
Developing a system for data entry / enquiry, management information and reporting.
Inter provincial animals movement and their smuggling.
Animal records at livestock markets / mandies and in slaughter houses.
10. Establishment of Traceability Unit in the Directorate of Disease Reporting and surveillance.
Proposals are invited from reputed firms / companies for tagging of animals in the Punjab in Public Private Partnership and to provide technical support for developing a comprehensive mechanism on the traceability of animals for a population of 16.170 million cattle, 19.435 million buffalo, 6,576 million sheep and 21.571 million goats (Annual Report, DG (Ext) L&DD, 2008-09). International companies may participate through local representatives. Only short listed companies would be invited to submit detailed estimates / proposals for the identified tasks.
Interested companies may forward Expression of Interest along with the following details:
International certification (ISO) of expertise in identification / traceability of animals.
Detail of work done in the field of animal identification / traceability with OIE / FVO / FDA during last ten years.
Certificate of registration with (name of relevant professional institution) alongwith the latest renewal letter (for Pakistani origin firms) copy of registration with Securities and Exchange Commission or Registrar of firms (for Pakistani origin firms).
Evidence of in house or sourcing ability of capable and competent experts in the entire range of value chain in food certification i.e. from farm to fork alongwith CVs. The CVs should indicate the experience and work done during project implementation.
Demonstrated ability to implement identification procedure by reliable and known international organizations / authorities / professional associations.
Knowledge of the protocols and requirements of international agencies involved in identification / registration / traceability of animals and experience in implementation.
Ability to train and resource farm and business personnel in best practices of management and techniques in animal identification.
Implementable roadmap to organize and capacitate the department and enable it to achieve certification of OIE and FVO.
10. Proof of previous and ongoing work with OIE / FVO / FDA in the field of animal traceability / identification.
11. Accreditation with National and European Governments for inspection and certification of animal registration / identification.
12. Track record of establishing animal traceability system.
13. Audited statement of accounts for the last three (3) years.
Participating companies should be able to certify that they have not been blacklisted and have not defaulted on contractual obligations. Compliance with national / international tax regime is necessary.
Livestock & Dairy Development Department reserve the right to reject or cancel any EOI without assigning any reason thereof. Expression of Interest should be forwarded not later than 10th September 2010 to the Secretary to Government of the Punjab, L&DD department, the address mentioned below.
